I think you can get a significant number of impressions in the discussion forums, but it's easy to be perceived as a spammer. So I think if you thought it was a good resource for your needs, then keeping a somewhat constant presence there may be to your advantage, so it doesn't look like you just drop in to post a link. I've definitely been hearing about that. As for gigs on Craigslist in my area at least, I haven't connected there but I'm sure you could find some worthwhile opportunities, among the many possibilities that may not pay enough, or at all.
