shoutcaststreaming
You first need to get another streaming server from you Stream Host (at 32kbps). Then add a 2nd encoder in your streaming software to broadcast to it. shoutcaststreaming
To make it automatic you need something called Transcoding. It costs from $4 to $14 a month depending who you get it from. Check our website, we have an explaination on how it works. You need to install streamTranscoderv3 to your Linux (or Windows) server. You can download it here: http://www.oddsock.org/tools/streamTranscoderV3/ Oddsock also has instructions on how to install it and they have forums. You need to have a good knowledge about dependencies and codecs to get it to work. It might be easier just to pay $4 / month to use it. shoutcaststreaming
The ping time latency is pretty good. About the same as from Coast to Coast in the US. Especially at a low speed, you won't have any issues. Try it out free for a week.
