I'm looking for a complete Internet Radio Streaming solution

I am looking for a complete Internet Radio Streaming solution (either paid or open source) that will basically do everything from a single PC, or hosted service. I have a ~30Mbit T3 Internet connection. It would need to meet these requirements:

1.

Offer a streaming service at 128K to be compatible with most Internet Radio directories, so users can find it.

2.

Must load songs from a local folder on the PC and be compatible with Windows 7 or later. It is preferred to have at least two playlists such as a primary and secondary, where the primary list plays more often.

3.

Offer an API that allows users to vote on their favorite songs, and move those highly voted songs into the queue. It must be possible to offer this API as an APP and an Internet website. A social media connection of some kind is a plus.

4.

Automatically select songs based on user votes, or randomly select songs when there are no votes.

5.

Allow an easy method to pay royalties to the proper copyright holders to stay legal.

6.

Have the ability to see how many users are listening at any given time.

I'd just setup an instance of RadioDJ or SAM Broadcaster, install SHOUTcast and that would satisfy all your requests.
