code request by email form

does anyone know of any code where an email form goes directly to certain emails at certain times,,,, and someone can open and close the email form song request at certain times?

basically i'm looking for a song request email form and song requests goes to certain djs emails at certain times and we must be able to open and close the request form at certain times
